Job Description:
  • In addition to being an SE3 and meeting those requirements, position is an Integrated Sensor Strategy (ISS) PM. ISS is a broad set of initiatives. The scope of ISS includes a number of programs and activities across the agency. Current program focus includes Unified Targeting Tool – Unified (UTT-U), TUTELAGE Modernizations, CYBERCOP, XKS and others. There are also activities/dependencies with MN243 – Knowledge Management, MN302 – Integrated Cryptologic Targeting and other MNs, as well as activities with Increment 4,6 and 7.
  • The ISS PM works closely with the ISS Leads, ISS Core team and cross-functional teams to ensure that the activities are planned and delivered.
  • The ISS PM works on assigned mission goals, working with CSO analysts and mission owners to define requirements and build strategies. The ISS PM bridges discussions with the Directorate of Capabilities, tracks development, plans and tracks testing and coordinates with mission owners. The ISS PM responds to requirements by documenting plans/issues/risk/requirements in the strategy document and provide weekly status on objectives.
  • The ISS PM must work with cross-organizational government leaders to ensure the success of the ISS. PM must be proactive, able to converse and coordinate with various project members and work with external entities to resolve ambiguities and questions regarding thread capabilities and activities and the team’s progress in satisfying them. PM must have demonstrated experience with managing multiple stakeholders to reach mutual agreements on goals, objectives, program/domain capabilities, interfaces and milestones. The ISS PM provides the required services listed below in performance of these tasks:
    • Capture and track ISS action items in ISS Sync meetings.
    • Develop options for ISS funding, Track and document ISS related spending.
    • Develop requirements and milestones for ISS work for Directorate of Capabilities  (DC) and other supporting staff.
    • Monitor and report progress on ISS funding activities. Recommend process improvements as needed.
    • Identify and monitor opportunities, dependencies/constrains associated with ISS initiative and report related information.
    • Prepare program artifacts.
    • Update and maintain the ISS Overview Briefing and outreach-oriented briefings.
    • Update and maintain the ISS Confluence pages.
    • Plan and schedule ISS related meetings.
    • Provide weekly status information
Minimum Education:
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor’s degree
Minimum Experience:
  • Twenty (20) years’ experience as a SE in programs and contracts of similar scope, type and complexity is required.
  • Demonstrated experience in planning and leading Systems Engineering efforts is required
Labor Category Required Experience:
The Level 3 System Engineer (SE) shall possess the following capabilities:
  • Contribute to the development of sections of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements specifications, and Interface Control Documents
  • Manage system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architecture(s) – Department of Defense Architecture Framework (DoDAF), Service-oriented Architecture (SOA), etc.
  • Coordinate the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews that require cross-discipline coordination
