(MM) Somali Operational Language Analyst - Native (OLAN) Skill Level 2, 3, 4

DESCRIPTION:


The Somali Operational Language Analyst - Native (OLAN) performs tasks required to process voice and/or graphic language materials in support of SIGINT Operations.

NATIVE CAPABILITY
Level 2
  • Must have learned the required language since birth and have been formally educated in, and via, for a minimum of ten (10) years in a county where the language is an official, national, or commonly spoken language
  • Exception: If the language/dialect is not an official or national language and formal education is not conducted in the language/dialect
  • Must have learned and used the required language/dialects since birth 
  • Must have used the language for at least fifteen (15) years in a region where the language(s)/dialect is commonly used among a historically rooted population of resident speakers who employ the language/dialect in social, cultural, employment, economic, or other public sphere interactions beyond immediate family/household use
Level 3
  • Must have learned the required language since birth and have been formally educated in, and via, for a minimum of ten (10) years in a county where the language is an official, national, or commonly spoken language 
  • Exception: If the language/dialect is not an official or national language and formal education is not conducted in the language/dialect
  • Must have learned and used the required language/dialects since birth

SKILLS REQUIRED:
The Somali Operational Language Analyst - Native shall demonstrate following cryptologic language processing skills:

  • Ability to comprehend written and/or spoken standard and substandard contemporary forms of the required language including complex grammar and syntax
  • Ability to comprehend material in the required language that includes idioms, colloquialisms, subtleties and nuances, emotions, and attitudes
  • Ability to produce accurate translations of complex material from the required language(s) into idiomatic American English
Level 3
  • Ability to comprehend written and/or spoken standard contemporary forms of the required language
  • ​​​​​​​Ability to produce accurate translations into idiomatic American English which reflect the author’s/speaker’s style and conveys subtleties and nuances
  • ​​​​​​​Ability to correctly convey information about interpersonal relationships and attitudes, abstract concepts, and complex grammar and syntax
  • ​​​​​​​Ability to comprehend material in the required language that includes idioms, colloquialisms, subtleties and nuances, emotions, and attitudes 
Level 4
  • Ability to fully comprehend cultural, social, economic, and political references in the required language and explain their significance in the given context
  • ​​​​​​​Ability to produce accurate translations of complex and abstract materials, including complex grammar and syntax, from the required language into idiomatic American English 
  • Ability to preserve the author’s/speaker’s style and convey explicit and implicit meaning, subtleties, and nuances when rending translations and gists into idiomatic American English
  • Ability to edit and perform quality control reviews of languages products (translations, transcripts, gists) generated by other language professionals, including those based on abstract and complex topics
  • Ability to comprehend highly sophisticated written and spoken material in the required language 
QUALIFICATIONS REQUIRED:
Level 2
  • Two (2) year degree or experience in lieu of degree
    • Equivalent of two (2) years of full-time experience performing translation of materials from the required language(s) into idiomatic, standard American English
  • One (1) year of experience typing on an English keyboard
Level 3
  • 4 yrs full-time experience translating at ILR 3 in target language or 8 yrs without degree
  • Bachelor’s degree or 4 additional yrs of work experience
  • ILR Skill Level 3 in Audio or Graphic
  • 1 year experience typing on an English keyboard.
Level 4
  • 8 yrs full-time experience translating at ILR 3 in target language or 12 yrs without degree
  • Bachelor’s degree or 4 additional yrs of work experience
  • ILR Skill Level 3 in BOTH Audio and Graphic
  • 4 of 8 yrs in crypto language processing in target language
    • Crypto Language Processing: scanning, recovering EEIs, gisting, translating/transcribing, compiling working aids and databases, QC’ing, mentoring, and drafting intel reports
  • 3 or 4 yrs primary duty: translating, transcribing, and/or gisting
  • 2 of 4 yrs has to be within 4 yrs of resume submission
  • 1 year experience typing on an English keyboard.
