(HQ) Contracts Manager (Part-Time)

The Kenjya-Trusant Group is seeking a Contracts Manager with experience managing multiple contract types (Firm Fixed Price, Cost Plus Fixed Price, Time and Material, etc.). The Contracts Manager will be responsible for all aspects of contract negotiation, management, and administration, primarily supporting the MPO.

This position is Part-Time Remote. 

Essential Job Functions:
  • Assist in the negotiation, review and execution of federal contracts, requests for proposals, requests for quotes, non-disclosure agreements, teaming agreements, task orders, modifications, and subcontracts in collaboration with relevant stakeholders and in compliance with applicable laws, regulations, and organizational policies. 
  • Actively build and manage excellent relationships with Government Contracting Officers. Represent The Kenjya-Trusant Group to external organizations, building trusted relationships.
  • Consistently exercise independent judgment and discretion in planning activities and solving complex contract issues, with a focus on clear communications and relationship management with internal and external stakeholders.
  • Collaborate with cross-functional teams, including program managers, finance, legal and business development, pricing strategies and contract negotiations.
  • Negotiate and administer contracts with various Intelligence Community customers.
  • Work closely and effectively with Program Management Teams to continually evaluate contracts to determine the need for modifications or extensions of contracts, and to ensure Program compliance with contractual obligations.
  • Maintain contract hours and funding budgets in Unanet.
  • Prepare subcontracts, teaming agreements, and vendor purchase order agreements as needed.
  • Coordinate and support contract audits, reviews and compliance assessments by government agencies, auditors and internal stakeholders.
  • Stay informed about industry trends, regulatory changes, and emerging best practices in federal contracting, and assess their potential impact on organizational strategies and operations.
  • Provides business skills/expertise in administration of federal government contracts of varying size and complexity, analysis of moderate to complex bids and proposals, a thorough working knowledge of the USG regulations, and the ability to interact with customers and lead contract negotiations.
  • Advise and support line of business with new business pursuits and proposal submissions.
  • Ensure final contract documents are consistent with agreements reached at negotiations and will maintain all contract communications to ensure timely contract execution by the parties.
  • Due to the sensitivity of the position, US Citizenship is required.
  • BA/BS with 6+ years of federal contracts management experience.
  • Additional years of experience may be considered in lieu of degree.
  • Experience working with multiple contract types (Firm Fixed Price, Fixed Price Incentive Fee, Cost Plus Fixed Price, Time And Material, etc.).
  • Experience with Unanet is required.
  • Extensive knowledge of federal contracting regulations, including FAR, DFARS, and agency-specific regulations with experience working with federal government agencies such as DoD, DHS, or others.
  • Demonstrated experience leading contract negotiations, including pricing, terms and conditions, and subcontractor agreements.
  • Demonstrated experience with the following relationships: Prime to Federal Government, Prime to Subcontractor, and Subcontractor to Prime.
  • Strong understanding of contract types, including fixed-price, cost reimbursement, time and materials and IDIQ contracts.
  • Candidate must have strong organizational skills needed for maintaining complete and accurate contract files.
  • Demonstrated ability to effectively manage multiple projects simultaneously.
  • Demonstrated analytic and negotiation skills and contracting knowledge.
  • Candidate must have excellent communication skills (oral and written).
Desired Skills:
  • Experience with managing contracts with the NSA is a plus.
