Job Description:
Kenjya-Trusant is seeking a Senior Project Manager to provide operational support services as outlined below to efficiently and effectively support the Department of State (DOS), Bureau of Administration, Office of Operations (A/OPR).
Clearance Requirement - Secret or Top Secret
DUTIES:
Coordinates all pre-planning activities including housing and space assignment planning, engineering design, architectural features and finishes, construction drawings and specifications, supporting construction solicitation and administration, post construction activities and relocations. Provides financial management assistance for the development and monitoring of project budgets and cost estimates; develops fiscal year funding budget plans and maintains current financial records; and consults in an advisory capacity to develop and maintain financial plans and performance plans.
- Provides renovation program assistance to senior level management officials in establishing and developing renovation program needs. Consults with GSA and contractors to coordinate, clarifies and interprets DoS requirements to assure objectives are met in the areas of program, function, budget, schedule, quality, and performance.
- Provides housing and space plan coordination assistance for housing plans, space planning, surveys, inventories, interviews, furniture, equipment, and purchases. Develops options, expert analysis, consultation, and recommendations to assist in planning and critical decisions by DoS senior management.
- Provides construction and inspection assistance, including progress reviews of construction activities and attendance at GSA meetings, as necessary. Creates internal systems and processes and procedures to identify and coordinate DoS request change orders. Reviews and provides justification of bureau requested changes and develop budge cost estimates. Coordinates change requests with GSA and monitors schedule and compliance with DoS program requirements, contract documents and local and federal regulations. Provides final DoS construction quality inspection reports, monitors any needed corrections, and follows up to ensure completion.
- Assists tenant bureaus with relocation into completed space. Coordinates construction and equipment requirements to ensure accurate completion.
- Provides post occupancy assistance to address outstanding issues or defects.
- Provides professional architectural expertise and engineering consultation to resolve design and construction problems and offers direction for resolution of issues.
- Coordinates review and approval process, including submissions, reviews, and approvals of projects with the National Capital Planning Commission (NCPC), Commission of Finance Arts (CFA), Advisory Council for Historic Preservation, State Historic Preservation Officer, District of Columbia, GSA, federal and local agencies, neighborhood organizations and all other organizations and entities impacted by the project.
- Conducts formal and informal presentations to senior management, colleagues, clients, and others as required.
- Establishes communications and maintains relationships with GSA, AE, DoS bureaus and management officials and drafts activity reports, progress reports, management plans and other memorandum as necessary to accomplish projects.
QUALIFICATION/SKILLS REQUIRED:
- Bachelor's degree in Architecture, Interior Design, Architectural Engineering, or a related degree with focus in facilities management. GPA of at least a 3.0 on a 4-point scale is preferred, but exceptions may be made for extenuating circumstances.
- PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date.
- Must have a minimum of two (2) years’ experience applying substantive expertise in a facilities project with an emphasis in facilities project planning, resource scheduling, cost monitoring, task assignment and timeline management, as well as project management experience
- Must have excellent customer service skills, excellent written and verbal communication skills, and strong analytic skills
- Thorough knowledge of building codes, Americans with Disabilities (ADA) requirements, and working knowledge of information technology, mechanical, electrical or communication systems.
- Working knowledge of AutoCAD and Microsoft Office including Word, Excel, and PowerPoint.
