The Kenya-Trusant Group is hiring a Fiscal Advisor to join our team to provide administrative and related institutional support services to the USAID Office of Acquisition and Assistance, M/OAA/Development, Democracy, and Innovation.
Advises Agency personnel on fiscal issues - including as they relate to trade liberalization - in developing and transition economies.
In collaboration with regional bureaus and overseas missions, formulates a program of field support that improves Agency understanding of the fiscal issues that developing and transition economies confront.
Develops clear technical guidelines for designing, implementing, and evaluating fiscal programs.
Works with, and advises, USAID missions on the identification, design, implementation, and monitoring of activities that address fiscal issues.
Regularly tracks the impact of mission and regional bureau activities dealing with fiscal reform, including trade liberalization or, more broadly, macroeconomic stabilization.
Reports on the utilization and impact of the activities in the Agency's Annual report and other publications of DDI. Periodically conducts ( or causes to be conducted) analyses or assessments of specific fiscal activities, to identify "best practices".
Develops and disseminates information on fiscal reform in developing and transition economies - especially as they relate to trade liberalization.
Participates in the design and review of country program strategies and activities to ensure that economic growth programs take into account prior experience and best practices in the fiscal area. Provides support on strategy and program development, especially where fiscal activities are an important element of Mission objectives.
Prepares fiscal-related briefing papers.
Provides in-country support to field missions when technical assistance is requested.
Must have current Secret clearance.
Senior Level: Has over ten years of experience and a M.A./M.S. degree. Typically works on high visibility or mission critical aspects of a given program and performs all functional duties independently and may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
Subject Matter Expert (SME) Level: A Subject Matter Expert is an individual whose qualifications and/or particular expertise are exceptional and/or highly unique. SMEs do not have specific experience/education qualifications but are typically identified as recognized industry leaders for a given area of expertise.
