(VV) Data Scientist (TS/SCI w/ FS Poly)

The Kenjya-Trusant Group is seeking a Data Scientist to support a client contract in the Annapolis Junction, MD area.



To devise strategies for extracting meaning and value from large datasets, the Contractor shall employ some combination (2 or more) of the following skill areas:
1. Foundations: (Mathematical, Computational, Statistical)
2. Data Processing: (Data management and curation, data description and visualization, workflow and reproducibility)
3. Modeling, Inference, and Prediction: (Data modeling and assessment, domain-specific considerations)

The Contractor shall make and communicate principled conclusions from data using elements of mathematics, statistics, computer science, and application-specific knowledge. Through analytic modeling, scripting, and/or programming, the Contractor shall develop and implement qualitative and quantitative methods for characterizing large datasets in various states of organization, cleanliness and structure that account for the unique features and limitations inherent in NSA/CSS data holdings. The Contractor shall translate practical mission needs and analytic questions related to large datasets into technical requirements and, conversely, assist others with drawing appropriate conclusions from the analysis of such data. The Contractor shall make informed recommendations regarding competing technical solutions by maintaining awareness of the constantly shifting NSA/CSS collection, processing, storage and analytic capabilities and limitations.

  • The Contractor shall analyze and produce intelligence information:
    • Develop tools and techniques for analysis.
    • Manipulate, combine, organize, measure, enrich, correlate and learn from data and data sources.
    • Apply exploratory data analysis to data.
  • Contractor shall create and maintain technical documents:
    • Document research processes, analyses and/or the results.
    • Document in a well-structured, clear, and comprehensive way for an audience of analysts, data scientist, or decision makers.
  • The Contractor shall develop software, programming, and data scientific products:
    • Design and develop analytics or other data scientific products to answer mission questions and enable better decision making.
  • The Contractor shall conduct technical problem solving and technical design:
    • Analyze data using mathematical, statistical, and computational methods.
    • Analyze problems to determine technical solutions.
    • Apply mathematical, statistical, or computational methods and lines of reasoning.
    • Decide what procedures will be required to solve technical problems.
    • Develop and validate conceptual designs or models to address requirements.
    • Identify new and existing products, technologies, and/or architectures to solve design, development, and operational problems.
    • Identify new applications of known techniques.
    • Effectively judge the utility and correctness of results.
  • The Contractor shall use advanced computing:
    • Utilize principles, methods, and techniques for heterogeneous computing environment.
  • The Contractor shall use algorithms across the entire algorithm lifecycle:
    • Use concepts, principles, and procedures for applying algorithm design techniques (e.g., data structures, dynamic programming, tracking, heuristics, and modeling) to design correct, efficient, and implementable algorithms for real-world problems.
    • Validate the correctness and completeness of the algorithm for the stated purpose.
    • Maintain and deploy algorithms and data scientific products, including machine learning and artificial intelligence.
  • The Contractor shall use analytic methods:
    • Use critical thinking and reasoning to make analytic and data scientific determinations.
  • The Contractor shall use analytics and tools:
    • Apply specialized tools and computer-based programs to process data for analytic problems.
    • Assess applicability of available tools to various situations.
    • Combine analytics, tools, and visualization to support analysis.
    • Understand the limitations of tools, techniques and analytics.
  • The Contractor shall conduct knowledge discovery:
    • Identify and locate relevant information from large data sets using analytic tools or techniques - typically through a query process, statistical pattern recognition, or visualization.
    • Use data mining tools and/or machine learning tools to search for data identification, characteristics, trends, or anomalies without having a prior knowledge of the data or its meaning.
  • The Contractor shall conduct knowledge distillation/processing:
    • Apply tools and techniques for distilling information to identify actionable information and findings for specific users (e.g., entity disambiguation, data mining, anomaly detection, trend analysis, summarization, abstracting, and fusion).
    • Through analytic modeling, statistical analysis, programming, and/or another appropriate scientific method, develop and implement qualitative and quantitative methods for characterizing, exploring, and assessing large datasets in various states of organization, cleanliness, and structure that account for the unique features and limitations inherent in NSA/CSS data holdings. 
  • The Contractor shall apply good principles of communication and teamwork:
    • Work collaboratively and iteratively with customers and data scientists.
    • Translate mission problems into one or more data science problems.
    • Translate data science solutions into mission applications.
    • Apply ethical principles for data science, machine learning, and artificial intelligence in accordance with the Principles of Artificial Intelligence Ethics of the Intelligence Community.
  • The Contractor shall analyze and produce intelligence information:
    •  Use critical thinking and reasoning to make analytic determinations.
    • Critically evaluate and select the appropriate formal methods of analysis.
    • Select, build, and develop query strategies against appropriate collection databases.
    • Evaluate information for accuracy, quality, completeness, relevancy and timeliness.
    • Identify and evaluate assumptions underlying information or data.
    • Identify relationships, trends, and patterns in, or draw conclusions from, information.
    • Merge information gathered from different authorities.
    • Monitor open and classified sources for useful information.
    • Use knowledge of customer requirements to analyze and process intelligence information.
    • Identify and analyze anomalous data (including metadata).
    • Conduct, evaluate or participate in research.
    • Be aware of intelligence reporting policies and procedures, such as dissemination practices, and legal authorities and restrictions.
    • Provide feedback to tool developers.
  • The Contractor shall create and maintain documentation of their analysis, tradecraft, research and knowledge.
  • The Contractor shall follow oversight and compliance:
    •  Comply with legal and regulatory policies and procedures required for the selector targeting, collection, processing, retention, and dissemination of information.
  • The Contractor shall use NSA/CSS Mission/Policies/Directives:
    • Apply NSA/CSS policies and directives.
  • The Contractor shall use information security:
    • Apply policies, procedures, and requirements for ensuring information security.
  • The Contractor shall acquire/share job knowledge/skill:
    • Learn and apply new technologies and work processes.
  • The Contractor shall train government and other Contractor personnel:
    • Provide formal and informal analysis tradecraft training in all forms including on- the-job training, creation of video training artifacts, conducting formal and informal training in physical or virtual classroom settings.
  • The Contractor shall work with others:
    • Provide customer service.
    • Provide timely and accurate responses to requests for assistance, information, products, or services.
    • Work with others across analysis disciplines in order to produce the best possible results.
  • All experience and education must be in a technical field directly related to the labor category and all degrees will be from accredited colleges or universities
  • Level 4
    • Fifteen (15) years minimum experience and a Bachelor's Degree
    • Seventeen (17) minimum experience and an Associate Degree
  • Level 3 
    • Ten (10) years minimum experience and a Bachelor's Degree 
    • Twelve (12) years minimum experience and an Associate Degree
