(PJ) SIGINT Specialist 3 (TS/SCI - FS Poly)

POSITION:  SIGINT Specialist 3
LOCATION:  Annapolis Junction/Fort Meade, MD 20701

REQUIRED CLEARANCE:  TS/SCI with FULL SCOPE POLYGRAPH (must have prior to applying)

Position Summary:
  • Provide unique Signals Intelligence (SIGINT) engineering support and technical assistance in the SIGINT disciplines of access, collection, analysis/diagnosis and exploitation.
  • Provide SIGINT engineering support in the areas of access, collection, analysis/diagnosis, and exploitation
  • Demonstrated significant competencies and achievements in access, collection, analysis/diagnosis, and exploitation.
  • Analyze signals and protocol for cyber related technologies
  • Define analytic approaches and strategies to modernize cyber defense and SIGINT related mission
  • Evaluate collateral data in combination with systems of interest and associated systems to provide actionable intelligence and context needed to integrate new capabilities and functionality into the SIGINT analytic architecture
  • Define signal processing algorithms and related criteria to be configured in tools and mission systems
  • Evaluate the effectiveness of new tools on mission data
  • Develop and update scripts to run analytic algorithms, query/manipulate mission systems or manipulate data
  • Provide mentoring on systems and mission processes to customers and fellow team members
  • Provide cyber discovery engineering support primarily in the field of signature development for Agency standard identification and selection engines, including the development of complex code-based fingerprints, discovery schemas and plugin processors
SIGINT Spec 3: REQUIRED EDUCATION/EXPERIENCE:
Provides unique Signals Intelligence (SIGINT) engineering support and technical assistance in the SIGINT disciplines of access, collection, analysis/diagnosis and exploitation.
  • Provide SIGINT engineering support in the areas of access, collection, analysis/diagnosis, and exploitation.
  • Demonstrated significant competencies and achievements in access, collection, analysis/diagnosis, and exploitation.
  • Ability to strategically identify how a particular access, collection, analysis, or exploitation opportunity does/does not fit within NSA’s strategy and vision.
  • Knowledge of the latest developments in SIGINT collection and processing, computer protocols, and communications technologies.
  • Five (5) years in leadership positions such as direction of significant development efforts or managing programs/projects requiring comprehensive and innovative technical solutions
 
Qualifications: Fifteen (15) years’ experience in signals intelligence activity, of which a desired twelve (12) years within the Intelligence Community including eight (8) years of providing technical SIGINT support to NSA projects.
Bachelor’s Degree from an accredited college or university in Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Mathematics or similar degree is required.
An additional two (2) years of additional technical experience may be substituted for a Bachelor’s Degree.  

REQUIRED TECHNICAL SKILLS:
  • Strong understanding of the SIGINT lifecycle
  • Minimum 5 years of experience working in SIGINT analytic roles, with at least 2 years focused on performing signals and protocol analysis
  • Knowledge of processes and tools related SIGINT and Cyber defense missions
  • Scripting experience in one or more of the following languages: Bash, C Shell, Python, Perl
  • Knowledge of telecommunications and signal collection architecture
  • Experience in evaluating system inaccuracies and defining technical requirements for system improvements
  • Knowledge of and experience with Agency standard identification and selection engines, including the development of complex code based fingerprints, discovery schemas and plugin processors
PREFERRED TECHNICAL SKILLS:
  • Knowledge of digital communication framing, hex/byte level manipulation and characterization, channelization through next layer protocol/port/byte values and ability to document results in a structured formatted configuration
  • Experience with C++ for binary analysis and processing
  • Graduate of any of the following: 450, 451, 452 Signal Analysis Courses, MCSAP or SADP training programs
