Senior Financial Analyst

The Kenjya-Trusant Group is currently seeking a Senior Financial Analyst. The Senior Financial Analyst will act as the technical lead on a task for contractor personnel supporting financial management activities to include financial planning, assisting USCYBERCOM with forecasting future revenues and expenditures, and assisting USCYBERCOM Directorate programs by advising Program Managers and Senior Executive Managers on the financial aspects of program and procurement management/planning.


Clearance Requirement - Active TS/SCI
shall assist senior management with strategic resource planning in accordance with applicable DoD, Intelligence Community, Congressional guidance, internal senior level direction, forecast, and best practices.
  • Assisting with preparing and justifying program budgets and status informational briefings. This shall include providing support to manage and execute the programming, planning, budgeting, and execution process by identifying, building, and defending resource requirements, and building execution plans.
  • Assist in compilation and reporting of programs and budgets, preparation of presentations and other materials to support the DoD programming and budgeting processes, and preparation of program/project and budget information for submission to the Office of the Secretary of Defense (OSD), and Congress;
  • Assist in the preparation of budget build documentation and the creation and maintenance of spending plans for internal and external review.
  • Assist with the development and processing of Military Interdepartmental Purchase Request (MIPR) packages, including the de-obligation of MIPRs, reviewing for compliance with AF 65-116, and facilitating routing to all applicable stakeholders for approval.
  • Interpreting and assessing the effects of new and revised congressional direction on the organization and its financial management program.
  • Supporting the development of investment strategies to assist with the planning and defense of future year funding for portfolio and program related Command requirements.

PROVIDE MAINTENANCE, TRACKING, REPORTING AND COST-ESTIMATING SUPPORT: shall provide expertise for the application of related budgetary laws, regulations/instructions, policies, methods, and techniques to support USCYBERCOM. This support shall conduct the following activities to assist the Government with maintaining, tracking, reporting financial information, and conducting cost-estimating efforts:
  • Assist with the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.
  • Assist in updating Command/DoD databases, coordinating the write-ups for programs and projects with appropriate personnel, gathering information for over-guidance requests, and consolidating all information for the responsible Portfolios.
  • Interface and coordinate with other financial organizations to provide budgetary support.
  • Assist in the preparation and delivery of budgetary briefings to management and other reviewers.
  • Assist in the preparation of reports and charts to present budget analysis for management review.
  • Assist with responses to financial queries, conducting outlay, and obligation analysis.
  • Assist with the maintenance of BOAT (Business Operations & Analytics Tool).
  • Assist in the tracking and reporting of execution performance to include attending customer and program/project status review meetings.
  • Assist the Government with responding to ad-hoc command programs and operations, financial management, and budget queries.
  • Preparing, tracking, and monitoring budgets in support of managing funds for requisitions, purchase orders, and simplified acquisitions, to ensure timely execution.
  • Develop and refine innovative methods, tools, and criteria to increase the effectiveness of fiscal plans and policy for Command program plans, goals, and objectives.
  • Conduct data collection to assist in financial records building and coordinate with the USCYBERCOM financial planning team for the build out of records within the Comprehensive Cost and Requirement system (CCaRs).
  • Conduct cost estimating and analysis with appropriate application of analytical methods and techniques, such as cost-benefit analysis, Zero Base Budgeting (ZBB), amortization, depreciation, pro-rating revenues and costs among customer, planning-programming-budgeting, program evaluation review technique (PERT), and management by objectives, to predict or assess the effects of budgetary and/or program changes and to fully evaluate the significance of conflicting program and budget data.

Required Qualifications
  • A minimum of 10 years of experience performing professional accounting work that requires application of accounting theories, concepts, principles, and standards; analytical, forecasting, and interpretive functions associated with the management and control of resources and/or funds.
  • A bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, or equivalent field
  • Have experience working in a complex cyberspace operation and/or multi-stakeholder environment.
Desired Qualifications
  • Minimum of five years’ experience conducting financial management activities to include resource planning in accordance with applicable DoD financial management processes and principles, Intelligence Community, and/or Congressional guidance.
  • A Master’s degree from an accredited college or university in Accounting, Finance, Business Administration, or equivalent field.
  • A Certified Management Accountant (CMA) certification
