Kenjya-Trusant is seeking a Subject Matter Expert III (Adoptions) to provide support services as outlined below to efficiently and effectively support the Department of State (DOS), Bureau of Consular Affairs (CA), Overseas Citizens Services (OCS).
Clearance Requirement - Secret
- Bachelor’s degree required, advanced degree strongly preferred.
- 20 years of experience in adoptions field required
- Proficient in the Microsoft Suite of Office Products (i.e., Word, Power Point, Excel, SharePoint and Outlook

- Provide accurate and useful responses to inquiries from Adoption Service Providers (ASP) or the public, including interest groups, academics, Congressional staff, and adult adoptees.
- In providing responses, draft original responses based on consultation with staff in both adoption divisions and, when necessary, the Office of the Legal Advisor, or using templates when appropriate.
- Track response times for inquiries, respond within established procedural guidelines, and provide recommendations for process improvements and implement these improvements.
- Analyze and report on broader trends in the adoption community demonstrated through inquiries and comments received by CI.
- Monitor public discussion in the adoption community and the press and assess the perspectives of interest groups and the public on CI issues. Develop appropriate messaging that is reflective of key concerns and Administration priorities.
- Escalate inquires requiring senior level attention and recommend courses of action. These could include inquires related to high profile cases, from or looping in high profile stakeholders, demonstrating a litigation risk or press interest, or showing evidence of significant operational issues in adoption processing.
- Develop plans for strategic engagement with key stakeholders and identify opportunities to educate these stakeholders and the public about the role and work of the Department in intercountry adoption.
- Prepare and disseminate a bimonthly newsletter for the public.
- Liaise with web production staff to ensure that Adoption Notices and other time-sensitive materials for public consumption are added to the website in a timely matter.
- Prepare briefing materials, talking points, website materials, reports, speeches, and presentations for a wide array of external audiences, including senior officials and Congressional representatives and staff.
- Provide logistical and analytic support for staff responsible for oversight of the accrediting entity or entities, including helping with training for any existing or newly designated accrediting entities, and support for negotiating memoranda of agreement with designated accrediting entities.
- Provide logistical and analytic support for a variety of international and domestic fora, including meetings and projects related to the Hague Adoption Convention.
- Provide research and analysis, as directed, in support of CI staff, including but not limited to areas of potential CI procedural and/or policy changes related to intercountry adoption oversight and the accreditation process, as well as identifying and assessing potential areas for regulatory change.
- Stay abreast of current and developing themes, trends, and standards of practice for intercountry adoption in the United States and worldwide and identify areas for further analysis.
- Coach other contractor staff in the administration of their duties, with an emphasis on process improvement for increased efficiency and impact
- Prepare draft materials to comply with the Congressional Review Act and applicable Administrative Procedure Act requirements;
- Develop comprehensive user training materials for the Adoptions Tracking Service (ATS) and Complaint Registry, and develop training program for delivery to users;
- Prepare drafts of Congressional and other reports as required using information from ATS and HCR databases;
- Review relevant documents and material to prepare for annual AE site visits and senior level reviews as needed;
- Draft Revisions (to the extent appropriate) for updating the FAM and other guidance documents to reflect current procedures.
- Prepare guidance on frequently asked questions on many issues including those submitted by the AE’s;
- Review and analyze regulations to identify possible economic and regulatory impact, and draft documentation to support required PRA impact analyses;
- Coordinate with federal, state, and local entities to develop and implement policy and best practices related to the prevention of and response to the unregulated custody transfer (UCT) of children;
- Provide assistance in revising existing regulations to improve safeguards that protect children and adoptive families from UCT;
- Coordinate the activities of the national UCT working group and its efforts to develop a coordinated federal response to the problem of UCT;
- Track and monitor disruptions, dissolutions, and UCTs that involve children adopted through the intercountry process in order to identify trends, facilitate involvement of appropriate authorities, and inform the development of policy;
- Develop web content, briefing materials, templates for correspondence, and other written materials to address UCT outreach and response to specific cases;
- Provide guidance and support to posts and OCS officers handling bilateral inquiries or cases that involve UCT; and
- Present on UCT to inter-country adoption stakeholders.
