(TOPS) Senior Acquisition & Assistance Advisor (USAID Support)

Job Description:

The Kenjya-Trusant Group, LLC is supporting the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. The Senior Level Acquisition and Assistance (A&A) Professional serves as a subject matter expert for a broad range of A&A activities, to include high dollar, complex competitive procurement actions, grants, cooperative agreements, and interagency agreements. The candidate exercises managerial skills in conducting technically proficient procurement and assistance, while fully complying with all relevant laws, regulations, and procedures.

Duties, Responsibilities, and Tasks:

  • Provide senior technical guidance & analytical support to USAID Missions on development solutions reflecting strategic priorities.
  • Assist on-going efforts towards agency goals for localization and streamlining, by reducing regulatory barriers and overly burdensome requirements.
  • Help draft new or revised regulations, policy and guidance, as well as develop trackers and administrative coordination and consultation with stakeholders.
  • Coordinate closely with Mission Offices and Acquisition & Assistance teams (e.g., Contracting Officers and A&A Specialists).
  • Serve as an A&A technical expert offering educational, analytical, and advocacy resources for thorny, complex, or unique procurement related challenges.
  • Work directly with Mission senior leaders and technical and A&A workforce staff on procurement policy, evaluation, innovation, and strategic risk-taking advocacy with Mission and Washington stakeholders.
  • Research procurement and assistance laws, regulations and policy to inform case development, draft case documentation and coordinate consensus among multiple stakeholders;
  • Analyze and prepare responses to comments from the Federal Acquisition Regulations Council, OMB, industry associations, and other stakeholders; 
  • Formulate and justify new statutory and regulatory initiatives to address barriers to local partnerships and resolve critical acquisition and assistance process problems; 
  • Draft any proposed revisions to the statutory text to outline the proposed amendments and/or regulatory revisions and assist in chaperoning these regulatory changes through the legislative and/or rule-making process as well as internal Agency clearance processes;
  • Draft Agency policy and guidance in consultation with Agency specialists and stakeholders.
  • Provide expert responses to Congressional correspondence on complex and controversial issues, drafts, testimony and presentations designed to obtain USAID goals and objectives;
  • Serve as principal advisor(s) to M/OAA on assigned areas of work;
  • Guide development of and draft key messages and talking points for USAID officials; 
  • Write and present decision points for leadership, prepare formal responses to requests for   information.

Qualifications:

  • Education         Bachelor Degree (Master's Degree - Preferred)
  • Certification      FAC-C Certification
  • Clearance          up to SECRET
  • Travel                Must be available for domestic and overseas travel 
  • Location            Flexible
  • Residency          Must have resided in the United States for the past 3 years or be a US citizen
  • Experience
    • Extensive experience working with USAID Missions in Acquisition and Assistance (A&A); prefer experience at USAID Director level
    • Extensive experience managing USAID contracts and overseeing local, regional, and international subcontractors and grantees
    • Extensive knowledge of the Federal Acquisition Regulation (FAR), USAID Acquisition Regulation (AIDAR), and uniform administrative requirements for assistance in 2 CFR 200
    • Background in Federal procurement and assistance; ideally in rule making and agency policy
    • Skilled in executing cradle to grave multi-million dollar procurement actions
    • Experience conducting training and capacity  building of project staff, beneficiaries, and stakeholders in topics of contract administration, cost allowability, IGCEs, and other A&A requirements
    • Experience managing projects in multiple locations
    • Experience working across USAID development portfolios and regions
    • Highly skilled in negotiation techniques and handling procurement actions to include Contract Review Board (CRB) actions
    • Experience as a team leader and active decision maker 
    • Skilled in most elements of desktop and cloud-based office productivity software (e.g. word processors, spreadsheets, and presentations)
    • Experience working with individuals from diverse backgrounds and perspectives
    • Multiple language proficiency is a plus
    • Strong writing skills
