(TOPS) Senior Acquisition & Assistance Professional (USAID Support)

The Kenjya-Trusant Group, LLC is supporting the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. The Senior Level Acquisition and Assistance (A&A) Professional serves as a subject matter expert for a broad range of A&A activities, to include high dollar, complex competitive procurement actions, grants, cooperative agreements, and interagency agreements. The candidate exercises managerial skills in conducting technically proficient procurement and assistance, while fully complying with all relevant laws, regulations, and procedures.

Duties and Responsibilities

  • Provides senior technical guidance & analytical support to USAID Missions on development solutions reflecting strategic priorities.
  • Coordinates closely with Mission Offices and Acquisition & Assistance teams (e.g., Contracting Officers and A&A Specialists).
  • Serves as an A&A technical expert offering educational, analytical, and advocacy resources for thorny, complex, or unique procurement related challenges.
  • Works directly with Mission senior leaders and technical and A&A workforce staff on procurement policy, evaluation, innovation, and strategic risk-taking advocacy with Mission and Washington stakeholders.

Qualifications

  • Citizenship     U.S. Citizenship OR Permanent Resident is required.
  • Education        Bachelor Degree (Master's Degree - Preferred)
  • Certification     FAC-C Certification
  • Travel               Must be available for domestic and overseas travel 
  • Location           Flexible
  • Experience
    • Extensive experience working with USAID Missions in Acquisition and Assistance (A&A); prefer experience at USAID Director level
    • Extensive experience managing USAID contracts and overseeing local, regional, and international subcontractors and grantees
    • Extensive knowledge of the Federal Acquisition Regulation (FAR), USAID Acquisition Regulation (AIDAR), and uniform administrative requirements for assistance in 2 CFR 200
    • Skilled in executing cradle to grave multi-million dollar procurement actions
    • Experience conducting training and capacity  building of project staff, beneficiaries, and stakeholders in topics of contract administration, cost allowability, IGCEs, and other A&A requirements
    • Experience managing projects in multiple locations
    • Experience working across USAID development portfolios
    • Highly skilled in negotiation techniques and handling procurement actions to include Contract Review Board (CRB) actions
    • Experience as a team leader and active decision maker 
    • Skilled in most elements of desktop and cloud-based office productivity software (e.g. word processors, spreadsheets, and presentations)
    • Experience working with individuals from diverse backgrounds and perspectives
    • Multiple language proficiency is a plus
