POSITION:Senior Systems Engineer (SIGINT Integration Planner) LOCATION:Annapolis Junction/Fort Meade, MD 20701 REQUIRED CLEARANCE: TS/SCI with FULL SCOPE POLYGRAPH (must have prior to applying)
The incumbent SE (Systems Engineer) shall be responsible for performing SIGINT requirements integration planning.
Responsible to develop and coordinate requirements for next generation Overhead SIGINT systems and requirements for integration between NSA and NRO systems to include drafting/reviewing requirements documentation, staffing requirements across the Intelligence Community, and participating in all phases of the IC planning for future systems.
Ideal candidate would be Overhead SIGNT SME. However, familiarity with NRO and relevant NSA organizations and processes may be a suitable replacement for detailed technical knowledge of current Overhead SIGINT system capabilities.
Some knowledge of DNI’s Intelligence Community Capability Requirements (ICCR) process and the Joint Capabilities Integration Development Systems (JCIDS) process would be valuable. The task generally operates at the enterprise and architectural level of the capabilities needs processes, and seldom requires deep dives into low level system requirements.
Knowledge of NSA’s Corporate Requirements process will be very helpful in being fully effective in this work role as the supported organization often partners with the B7 organization as requirements work through the ICCR and JCIDS process.
REQUIRED EDUCATION & YEARS OF EXPERIENCE:
A Bachelor’s degree in Computer Science, Information Systems, Engineering or other related discipline from an accredited college or university, plus at least twenty (20) years of Systems Engineering experience OR
A Master’s degree in a qualified Engineering field or a related discipline from an accredited college or university plus eighteen (18) years of general systems engineering experience OR
A High School Diploma or GED plustwenty four (24) years of systems engineering experience would also be acceptable in lieu of degree.
REQUIRED INDIVIDUAL CAPABILITIES & EXPERIENCE:
Demonstrated and documented recent significant evidence of DoDAF and/or UAF based architecture artifacts.
Demonstrated enterprise architecture development experience, particularly in the areas of data architecture and data engineering. Experience developing architectural artifacts from approved requirements.
Strong interpersonal and communication skills, including demonstrated ability to comfortably interact with all levels of organization management while operating in a dynamic environment with minimal supervision.
Demonstrated ability to manage and track multiple activities in a fast-paced environment.
PREFERRED INDIVIDUAL CAPABILITIES (desired but not mandatory):
Cyber domain experience.
Ability to explain technical subjects to non-technical audiences.
Experience with reference architecture design and mapping.
