POSITION:Systems Engineer Level 2 LOCATION: Annapolis Junction REQUIRED CLEARANCE: TS/SCI with Polygraph (must have prior to applying)
The contractor shall create and maintain JCSC Jira projects, knowledge bases, and utilizing application links, link JIRA and Confluence pages and assist with application and database backups and support Crowd/Atlas Authenticator as necessary
The contractor shall resolve issues with importing office files into confluence while creating, maintaining and modifying workflows to follow best practices while preserving document management and control. Workflow changes must be approved by the government lead, the contractor shall be able to identify potential workflow inefficiencies to the government lead and provide recommendations.
The contractor shall track project progress and completion by creating JIRA work packages, reports, custom JIRA Dashboards and Agile Boards, as needed per the Government PM, providing visibility into leadership.
The contractor shall support schedule planning in conjunction with the master schedule for the JCSC program (Deliverable 3) every 2 weeks based on the MS project baseline schedule and manage prioritization weekly to achieve the Program baselined milestones. In JIRA the schedule planning shall be decomposed into workable chucks of effort, and backlogs will be prioritized and provided to the Government PM in MS Excel format.
The contractor shall generate and submit a synopsis of JIRA and Confluence support activities to the DO lead per the government approved template via email each week by noon on Friday for the previous week's activity. There shall be 52 weekly status reports per year.
Within JIRA, the contractor shall design, develop, create, tailor, and administer multiple Projects and ensure efficient and consistent workflows are implemented for the JCSC and for the JCSC PMO.
In Confluence, the contractor shall design, develop, create, tailor, and administer Confluence spaces for the JCSC and for the JCSC PM O. The contractor shall document JIRA/Confluence workflows using Confluence collaboration spaces. The contractor shall have up to five (5) business days to incorporate changes based on Government review
The contractor shall communicate recommendations to the DO Lead, Government PM and Technical leadership via written emails and/or oral communications as needed. In the case of oral communications/formal meetings, the meeting notes must be documented within five (5) business days of the meeting adjournment.
EDUCATION AND EXPERIENCE REQUIREMENT:
Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required
Fourteen (14) years’ experience as a SE in programs and contracts of similar scope, type and complexity is required
Software background needed to review technical documentation
Five (5) years of additional SE experience may be substituted for a bachelor’s degree
