LOCATION:  Annapolis Junction/Ft. Meade, MD 20701
REQUIRED CLEARANCE:  TS/SCI with POLYGRAPH (minimum of a CI poly, FSP preferred)

JOB DESCRIPTION:

The Senior Operations Requirements Analyst will support the government’s efforts devoted to transforming the customer experience with modern digital technology and attendant process improvements and culture change. The analyst’s primary focus will be on building and maintaining documentation relevant to program requirements, including measures of success. The selected individual will develop contextual documentation to include argument maps, user journeys, service blueprints, process maps, use cases, and demonstration scripts. The individual will also identify dependencies and opportunities for functional and process alignment. The employee will evaluate technical and process solutions, including analysis of alternatives and pilot testing activities, and advise the government of relevant findings. The selected individual will also develop plans and other strategic documentation designed to organize and communicate the vision, methods, goals and objectives of the program.

The Operations Requirements Analyst Shall Possess The Following Capabilities:
  • Understanding of industrial deployment digital technologies for innovation of both existing services and operations and new products and services developed to capitalize on the personalization delivery of the latest digital technologies.
  • Experience with design, development, integration, testing of complex, enterprise solutions.
  • Strong written communication skills and demonstrated ability to create documentation including journal articles, white papers, technical documents, communiques, etc.
  • Ability to foster collaboration, gather and document functional requirements.

REQUIRED EDUCATION & MINIMUM EXPERIENCE:
  • Bachelor’s degree or advanced degree in Engineering or a related field (computer science, information systems, systems engineering, mathematics, information technology, operations research) is required, plus at least ten (10) years of experience in programs and contracts of similar scope, type and complexity is required; of which five (5) years shall be in the Intelligence Community (IC).
REQUIRED INDIVIDUAL SKILLS & EXPERIENCE:
 
  • Experience with design, development, integration, testing of complex, enterprise solutions.
  • Strong written communication skills and demonstrated ability to create documentation including journal articles, white papers, technical documents, communiques, etc.
  • Ability to foster collaboration, gather and document functional requirements.

DESIRED INDIVIDUAL SKILLS & EXPERIENCE (preferred, but not mandatory):
 
  • Comprehensive understanding of breadth of MPO mission activities and products.
  • Depth of knowledge of Intelligence Community and diverse Intelligence Community experience.
  • Awareness of SIGINT policy and standards.
  • Experience in collaborating with peer organizations to overcome barriers to success and to create shared solutions.
  • Experience with JIRA and CONFLUENCE.
