Job Description:
Kenjya-Trusant is seeking a candidate to fill the role of Junior Data Analyst to support the Bureau of Educational and Cultural Affairs.  Junior Analyst will be responsible for a varied portfolio, including key tasks associated with the Evaluation Division’s Performance Measurement Initiative: surveying ECA exchange program participants through E-GOALS (ECA’s online performance measurement system), survey development and administration, data collection monitoring and management, data review, analysis and reporting, E-GOALS system operations and development,

Duties, Tasks and Responsibilities:
  • Work with ECA program offices and Evaluation Division staff to create web-based, standardized surveys of ECA exchange participants to be delivered through E- GOALS; 

  • Support the management and monitoring of Performance Measurement projects; 

  • Generate various E-GOALS data summaries dependent on specific needs of 
individual programs; 

  • Conduct analyses of ECA performance measurement data, particularly indicator data 
obtained through E-GOALS (or other Evaluation Division data) through the use of 
Excel, SPSS, or other statistical software; 

  • Author reports of performance measurement data, using a variety of analytic 
approaches and formats; 

  • Author specific performance measurement data reports designed specifically for ECA 
Bureau Senior Leadership, managers and program offices, OMB, Congress, and as 

  • Prepare draft correspondence of varying nature; 

  • Assist with editing and proofreading of Evaluation Division reports and other written 
materials (be responsible for correcting punctuation, capitalization, spelling, and 

  • Assist in the formatting and preparation of reports, charts, and/or graphs for varying 
reports and presentations for both internal and external audiences; 

  • Conduct quality assurance tests on E-GOALS survey links, data entry, and question 
selection to ensure conformity with Evaluation Division survey designs and standardized indicators and other question formats in the Evaluation Division Performance Measurement Question Bank; 

  • Work closely with Evaluation colleagues on E-GOALS system developments and operations. Attend meetings and provides input, based on E-GOALS-related institutional memory and experience, on how to make the system more user-friendly and functional;
  • Provide assistance on ECA/P/V Evaluations and other tasks as directed; 

  • Assist in various general office administration duties as assigned; 

  • Manage/route incoming inquiries and monitor the Evaluation Divisions evaluation 
email account; 

  • Arrange internal ECA/P/V meetings; if requested, publish meeting agendas and 
capture and distribute meeting minutes; 

  • The ideal candidates would have the following qualifications:

    • Experience in conducting performance measurement and evaluation of exchange programs;
    • At least two years of work experience in an evaluation or research capacity, in a governmental, international, non-profit, private-sector, and/or public policy environment, or similar; 

    • Experience in creating standardized, web-based performance measurement surveys with indicators; 

    •  Experience analyzing performance measurement data collected through web-based systems; 

    • Demonstrated capacity and experience with systems operations, development and management; 

    • Experience with performance measurement, evaluation, surveying, and general use of metrics to track organizational performance, progress and goal attainment; 

    • Experience with results reporting through analyses of quantitative and qualitative data (involving various data sources); 

    • Knowledge and application of statistical data analysis and data management software (e.g. Excel, SPSS, or other statistical software); Experience using SPSS is strongly preferred; 

    • Experience with working on public diplomacy programs (international educational and cultural exchange programs) 

    • Knowledge of or familiarity with ECA Bureau and Department of State objectives and mandates; 

Required Experience:
  • 2+ years of progressive experience in an evaluation, research, government, and/or public policy environment; 

  • Excellent organizational, written and oral communication skills; 

  • Ability to take accurate notes during fast-paced meetings; 

  • Ability to work with limited supervision; 

  • Ability to multitask, prioritize and deliver high-quality, accurate work within targeted 

  • Ability to work in a team; 

  • Ability to be sensitive to the confidentiality of information shared by senior managers 
and other staff; 

  • Highly motivated with good analytical and problem-solving abilities; 

  • Highly proficiency with e-mail programs, Internet search engine, all Microsoft Office 
products. Microsoft Excel is required; 

  • Bachelor’s degree or an equivalent combination of education and professional 
experience; and 

  • Previous experience in a professional office setting. 

  • Master’s degree in a science or social science field relevant to evaluation and performance measurement of ECA exchange programs, such as: sociology, political science, public policy, international development, statistics, or a professional degree
